House Votes to Stiffen Penalties for Child Labor Law Violations

The House passed a bill today that would increase fines for companies and individuals who violate child labor laws.

The measure (HR 2637) would boost penalties from $11,000 to $50,000 if the violations result in death or serious injury. In the case of a willful or repeated violation, the penalty could be doubled.

Current law prohibits employment of minors in “oppressive child labor.” Businesses that commit violations can be fined at the discretion of the Labor Department.

Employers also can face action by the department for recovery of a minor’s withheld wages or overtime pay, but do not face fines for failure to pay wages or overtime. Under the bill, the department would be authorized to fine businesses up to $1,100 for wage violations.

The measure, passed by voice vote under suspension of the rules, is sponsored by California Democrat Lynn Woolsey.

The White House said it supports the bill.
