House appropriators approved a report to the fiscal 2008 Energy-Water spending bill Thursday containing almost $1.1 billion in earmarks requested solely by members.
The Appropriations Committee quickly approved the report by voice vote with no discussion or debate. The report is expected to be folded into the $31.6 billion spending bill (

Virtually all of the remaining $247.5 million in earmarks are included in the Energy Department’s budget. Visclosky said member requests account for about 1 percent of the department’s $25.2 billion budget.
The House debated the bill without earmarks in June, but Republicans balked at passing the measure, demanding an opportunity to vote on individual earmarks before the bill moves to conference with the Senate. Democrats eventually agreed to delay a final vote to give appropriators time to bring the earmarks package to the floor as well.
