Action on Second Supplemental Spending Bill Slips a Bit

The Senate Appropriations Committee has pushed back by two days its consideration of a second supplemental spending bill, while postponing indefinitely a markup of the fiscal 2009 Defense appropriations bill.

The second supplemental bill for the current fiscal year, which could total around $25 billion, now is set for markup on Thursday, July 24, instead of Tuesday.

A committee spokesman said the supplemental markup was delayed to “better accommodate the rest of the schedule for the week.” The Defense bill is a victim of delays in the House.

Senate Appropriations Chairman Robert C. Byrd, D-W.Va., announced plans for another supplemental earlier this month. The measure is expected to provide funds for infrastructure projects, flood relief, wildfire programs and aid for the Gulf Coast, which is still recovering from the 2005 hurricanes.

Leaders in both chambers have said they intend to move another emergency spending or economic stimulus bill in response to the sluggish economy.

The legislation likely won’t move on the House or Senate floor until September. House Speaker Nancy Pelosi, D-Calif., said she intends to move a bill with a total price tag of at least $50 billion.

Byrd had previously announced plans to mark up the fiscal 2009 Defense spending bill on Thursday, but that bill has been taken off the schedule with no new date announced. Defense Appropriations Subcommittee Chairman Daniel K. Inouye, D-Hawaii, has said he doesn’t want to mark up his bill until the House acts on its version. The House Appropriations Committee has yet to schedule action on that bill; Chairman David R. Obey, D-Wis., has suspended action on fiscal 2009 appropriations measures with no promise as to when — or if — the committee will resume its markups.
