The Senate

debates whether to call up a bill to increase regulation of energy futures markets.

The President

speaks at the White House in honor of Colombian Independence Day; later attends a campaign event in Atlanta.

In Washington,

the National Capital Planning Commission and the U.S. Commission of Fine Arts host a public meeting to review and discuss the National Capital Framework Plan, which “seeks to preserve the treasured open space of the National Mall by revitalizing the surrounding federal precincts and by creating great public spaces that are welcoming, well-designed, and easily accessible.” 5 p.m., 401 9th St. N.W., Suite 500 North.
