Which states don’t automatically give all their electoral votes to the statewide winner?

a) North Dakota and Washington

b) Idaho and South Carolina

c) Maine and Nebraska

d) New Mexico and Rhode Island

Answer: c) While electoral votes are winner-take-all in the other 48 states, Maine and Nebraska each has a two-tier system.

The statewide winner in each state is automatically given two electoral votes. But the other votes — three in Nebraska, two in Maine — are alloted, one vote apiece, to the winners in each of the state’s congressional districts.

It is thus conceivable, though it has not happened to date, that a presidential candidate in those states could lose statewide but do well enough in a district to win its designated electoral vote.
